In addition to a 20-percent hike in sewage rates that has angered Penn Hills residents, customers were erroneously overcharged on the first-quarter bill they recently received.

The mistake occurred in the midst of the municipality's switch from having the Central Tax Bureau bill customers for sewage to having bills sent out by local water companies, the Pittsburgh Trib reports.
